Wanda O. Carter (Overman) passed away peacefully on September 11, 2025 with her trusty companion, Kasper by her side at her Kiawah Island home.

She was born May 19th, 1939 in a small town called Plant City, Florida to the late Walter and Rebecca (Stafford) Overman. As the oldest of four children, she took on significant responsibility which prepared her for a lifetime filled with a strong sense of duty and leadership.

At an early age, Wanda was an avid reader, scholar, and had a general love of education. With the encouragement of her mother, she was able to graduate from the University of Tampa in 1962 with a Bachelor of Science degree.

Upon graduating, Wanda and her dearest friend Mary Barnes, acquired a job in teaching middle school English. One fateful evening, Wanda and Mary were dining near MacDill Air Force Base where she soon met a dashing fighter pilot, Robert A. Carter. Those close to them would describe their love as that of a Prince Charming and Cinderella story. The couple wed July 10th, 1964 at Palma Ceia Methodist Church in Tampa, Florida. Their marriage endured until his passing in 2016.

Through the many deployments the pair had experienced, Wanda brought together a strong community of wives and helped them to better understand the duties and protocols the military life would bring.

In 1970, the pair adopted Rob. in Virginia which would then be the start of their family. The three of them traveled to many different countries together and in 1974, adopted Sarah Ann in Thailand. During their travels, Wanda and Bob "adopted" a larger family profile in bringing Sue (Suttinee Noisagian) and Boon (Boonsiri Suklap). While they were initially caregivers, they became an integral part of the family.

While the Colonel was finishing up his career, Wanda was continuing her own career. To establish her own name she started as an entry level coder to then become the first female Senior Executive Vice President of CACI, earning her the respect of her peers in a heavily male dominated industry. In the early 1980s, Wanda worked on high profile cases in collaboration with the Department of Justice including the AT&T antitrust case and the Space Shuttle Challenger investigation.

Wanda's next chapter was heavily focused on her close knit family. Both Robert and Sarah Ann married their respective spouses in 2000. As they began to grow their own families, Wanda began her new career as Noni. She was devoted to her grandchildren and shared with them her love of learning. Continuing her love of education during her Noni career, she pursued and in 2011 received her Master's Degree in Library and Information Sciences with the hope of a new career as a librarian.

Although Wanda did not become a librarian, her final chapter saw her relocate to Kiawah where she found new friends and a community of faith centered around her Bible Study Group while maintaining her relationships with the Walterboro community.

Wanda wished to be remembered for her love of family and community, her commitment to God, her value of education, and her generous spirit. She was grateful to God for the opportunities and blessings in her life. Wanda wished to be remembered with joy, not sorrow.

She is lovingly remembered by her children: son Robert A. Carter, Jr. and his wife Elizabeth;  her daughter Sarah Ann and her husband Jared; and her seven grandchildren; Robert A. Carter III and Emma, Abigail, Lily, Taduesz (TJ) Gajewski and Anna and Jake Stevens. Wanda also leaves behind her brother Tom Overman and his wife Judy; her sister Sarah Allen and her children Wil Allen and Heather Allen Hills and her husband Marcel Hills; her sister Ann Piccinini and her husband Ozzie and her children Grant and Peggy Bonds and Brian Quinn and his fiancé Trinnette Cunningham. Her presence will be deeply missed by all who knew her.

May her memory bring comfort to those who loved her. A Memorial Service will be held on September 19th, 2025 at 1pm at Bethel United Methodist Church,  355 Hampton Street in Walterboro, SC. The family will receive friends immediately following the service in the church social hall. Parker-Rhoden Funeral Home, 117 Paul Street in Walterboro is in charge of arrangements.
